Blindenhilfe provides financial support under certain conditions if you are blind or equivalent to a blind person. This lump sum compensates for the additional expenses you incur as a result of your blindness.
What do I need to know?
Service description
Blind assistance is a social welfare benefit for blind people. This lump sum cash benefit is intended to compensate for additional financial expenses incurred as a result of blindness.
You are eligible to apply if you are blind or have a condition equivalent to blindness.
If you also receive home care benefits, state blindness allowance, benefits for war and accident blindness, or if you live in a residential facility (e.g., a nursing home), these may be offset against the blindness assistance.
If you receive care assistance due to blindness outside of a residential facility or receive a cash payment as social assistance, you are not eligible to receive blindness assistance at the same time.
The amount of blindness assistance depends on the timing and extent of adjustments to pensions in the statutory pension insurance system. Blindness assistance is adjusted accordingly.
The maximum blindness allowance (as of July 1, 2024) is
- before the age of 18: EUR 440.90 or
- from the age of 18: EUR 880.28
per month.
The costs for the benefits are covered by the responsible social welfare agency. Blind assistance is only available to people who do not have sufficient assets or income of their own.
From July 1, 2025, the maximum monthly blind assistance will be:
- under 18 years of age: €457.38
- from the age of 18: €913.19
Note: The above information and the application form only apply to applications for blind assistance under SGB XII. If you wish to apply for state blind assistance under the State Blind Assistance Act (LBlindenGG), please use the appropriate application form, see link at the bottom of this page.
Prerequisites
You can receive assistance for the blind if the following conditions are met:
- Blindness (complete loss of eyesight) or a permanent binocular visual acuity of no more than one-fiftieth

Proof of the severity of your visual impairment, for example through
- a severely disabled person's pass marked "Bl" or
- a notice of determination in accordance with the law on severely disabled persons,
- ophthalmological findings or a medical certificate
- low income
- low assets
- In addition, certain other persons, such as the spouse, cannot be expected to cover the additional expenses incurred due to blindness from their own resources.
- You live in Mainz.
- Your visual impairment is due to illness or was present from birth.
- If your visual impairment was caused by an accident, the effects of war, or vaccination damage, our administrators will be happy to assist you in reviewing possible claims against other service providers.
Procedure
- Our responsible administrator will be happy to advise you before you submit your initial application.
- If necessary, you can submit an informal application right away.
- We may ask you to submit additional documents.
- Once we have all the documents, we will forward your application and medical records to the State Office for Social Affairs, Youth, and Care in Mainz.
- The State Office will check whether you are entitled to blind assistance based on the information you have provided.
- At the same time, our case worker will check whether and to what extent your income and assets will be taken into account.
- After the review, you will receive a written notice of approval or rejection.

- Appeal within one month of notification of the administrative decision
- Action before the social court within one month of notification of the appeal decision
Deadlines
There are no deadlines to be observed. However, it should be noted that blind assistance is paid at the earliest from the first day of the month in which the application for blind assistance is submitted.

The processing time for your application depends on various factors and varies from case to case.
Responsible body
The costs for the services are covered by the responsible social welfare agency.
If you live in your own or rented accommodation (apartment, house), the social welfare agency responsible for the area in which you live is responsible for you.
If you live in a facility, please note that the social welfare agency responsible for the "blind assistance" benefit is the one in whose area you lived immediately before moving into the facility or within the last two months before moving in. If you did not live in Mainz before moving into the facility, please contact the social welfare office in your previous place of residence.
What do I need to bring or submit?
- Application for benefits under SGB XII
- Signed information sheet "Information on social assistance under SGB XII and the Asylum Seekers Benefits Act (AsylbLG)" – Obligations to cooperate
- Rent certificate, proof of accommodation costs
- Proof of the financial situation of all persons living in the household (e.g., pay slips for the last 6 months, current pension notice, bank statements for the last 3 months, insurance contributions)
- Severe disability card/notification of assessment with the designation "Bl"
- Certificate from an ophthalmologist (if no severely disabled person's pass is available)
- In the case of guardianship or representation: guardianship certificate or power of attorney
Notices of approval for social benefits received, for example:
- Care allowance in accordance with Book XII of the Social Code (SGB XII)
- Care benefits under social compensation law in accordance with the Fourteenth Book of the Social Code (SGB XIV) and ancillary legal provisions (e.g., Soldiers' Benefits Act)
- Care allowance under the Burden Equalization Act (LAG)
- Care allowance under the Federal Compensation Act (BEG)
- Care benefits from your long-term care insurance fund or health insurance fund (care level)
- Care services based on private law (e.g., insurance)
- Other care benefits
- Other entitlements (e.g., entitlement to assistance under the regulations for relatives in public service)
