Severely disabled persons receive care allowance in accordance with the State Care Allowance Act to compensate for the additional expenses incurred as a result of their disability. The state care allowance is a benefit provided by the state of Rhineland-Palatinate.
The state care allowance amounts to €384 per month. Eligible persons who are not yet 18 years of age receive half of this amount.
Benefits paid for the same purpose under other legal provisions are taken into account. Benefits for home care under the statutory long-term care insurance are taken into account in the amount of the care allowance, even if they are benefits in kind.
From care level 3 onwards, there is no longer any entitlement to state care allowance, as the care allowance from the care insurance fund is higher than the state care allowance.

Only persons who are severely disabled are eligible.
- who are severely disabled,
- who have reached the age of one,
- whose usual place of residence is in Rhineland-Palatinate.
Persons are also eligible under Regulation (EC) No. 883/2004 of the European Parliament and of the Council of April 29, 2004, on the coordination of social security systems, as amended, or other legal acts of the European Union.
Under this regulation, employees working in Rhineland-Palatinate can receive state care allowance from the state of Rhineland-Palatinate. The prerequisite is that the persons have health insurance. They do not have to be resident in Rhineland-Palatinate, but may also live in a neighboring country (e.g. Belgium, Luxembourg, or France). The entitlement also applies to family members.
The income or assets of the disabled person or their relatives are not taken into account.
Benefits can only be granted from the date of application.
The processing time varies greatly and cannot be determined in advance.
