In order to protect residents from displacement, the state capital of Mainz is currently examining whether a social preservation statute (milieu protection statute) can be enacted in two areas of Mainz city center. The aim of a social preservation statute is to ensure that modernization is carried out in a socially acceptable and cautious manner in order to maintain neighborhood stability and thus avoid negative urban development consequences. The two areas under investigation, Neustadt/Altstadt-Nord and Altstadt-Süd, were previously identified in a preliminary investigation ("rough screening") in selected areas of Mainz's Neustadt, Altstadt, and Oberstadt districts.

From January 20 to February 16, 2025, a household survey was conducted in the study areas "Neustadt/Altstadt-Nord" and "Altstadt-Süd" to gather information on living conditions and quality of life. 10,000 randomly selected households received a questionnaire by mail. Participation was voluntary.

On February 11, 2025, a public information event on the social preservation statute was held.

Mainz-New Town, Mainz-Old Town, Mainz-Upper Town

The in-depth investigation has been completed. The requirements for enacting a social preservation statute are met for both areas.  The responsible local councils and the building and redevelopment committee have been informed of the results. The administration is preparing the statute resolutions for the social preservation areas "Mainz-Neustadt/Mainz-Altstadt-Nord (N 88 S)" and "Mainz-Altstadt-Süd (A 276 S)" and will submit them to the committees for decision. 

The costs are currently estimated at approximately 110,000 euros.
