Mobility plan Mainz
Brief description
The Mainz Mobility Plan serves to provide a holistic and strategic orientation for future mobility in Mainz. Also known as SUMP (Sustainable Urban Mobility Plan), the Mobility Plan follows a planning concept that is established throughout Europe. It focuses on the people of Mainz.
Mobility is planned based on the needs of those who travel in Mainz every day – whether on their way to school, work, shopping, or leisure activities. The routes are as diverse as Mainz itself, which is why it is so important that the Mainz Mobility Plan is developed in collaboration with the citizens of Mainz.
With the support of the two external offices "INOVAPLAN" and "DialogWerke," a model for future mobility is being developed in collaboration with the city administration, city politicians, citizens, and other interest groups. Measurable targets and implementable measures round off the mobility plan.
Citizen participation
The process is characterized by cooperation between various administrative levels and institutions, as well as active participation by the citizens of Mainz. The aim is to increase the acceptance and effectiveness of the planned measures. To this end, a detailed concept for participation and communication was developed in collaboration with the external agency "DialogWerke." A steering committee was formed, and a mobility advisory board consisting of city administrators, stakeholders, and city politicians is to be established.
Citizens are continuously informed and involved through mobility forums, online participation, and direct participation formats in the urban area. In addition to traditional sources of information such as press releases, print media, and social media, there is a project website where interested parties can find out about the process and opportunities for participation (see "Further information").

Planned planning and implementation period
Approximately two years have been allocated for the creation of the mobility plan. The process began in September 2025 with the awarding of contracts to the two external firms INOVAPLAN and DialogWerke.
The public participation process also began in the first quarter of 2026.
Expected costs
The Federal Ministry of Transport is providing 65% funding for the creation of the mobility plan as part of the "nachhaltig.mobil.planen." (sustainable.mobile.plan) support program. The cost for external offices is estimated at around €270,000. In addition, there are personnel costs for the two newly created positions in the city planning office.
Current processing status (February 17, 2026)
The composition and schedule of the steering committee and mobility advisory board have been prepared. An analysis of the available mobility data is being carried out. Participation began with the first online participation from Monday, January 26, to Monday, March 2, 2026. Mobility workshops for selected interest groups will follow in March. The first public mobility forum is planned for the second quarter of 2026.
