Update of the integrated development concept for the city center (IEK)
Brief description
The Integrated Development Concept for the City Center from 2015 has established itself in recent years as an effective and successful strategic development concept for Mainz's city center. With its broad scope, it covers many topics that are still relevant today, such as strengthening the city as a shopping destination and promoting green spaces and open areas. Nevertheless, after nine years of the IEK, new impetus for the further development of the city is important, and a review and update are therefore necessary.
During the update of the IEK, the existing fields of action and their projects still to be implemented were reviewed to ensure they were still relevant. New ideas should also be included.
In particular, topics that have become increasingly important in recent years, such as climate adaptation, were taken into account.
Citizen participation
Various formats of citizen participation were implemented. Citizen participation began with online participation in the first quarter of 2025. On July 1, 2025, a public participation event was held at the Große Bleiche town hall. A separate participation event for young people also took place in the second half of 2025. At the beginning of 2026, the results of the process were presented at a closing event.

Mainz Old Town, parts of Mainz Upper Town and Mainz New Town
Planned planning and implementation period
The IEK 2026 involved extensive participation. This included an online dialogue, a public event, and a separate youth participation program. After the measures had been developed, the results were presented in a public exhibition.
The next step will be to submit the concept to the committees for a decision. If approved, the measures will then be prioritized and funding options examined.
Expected costs
The costs are currently estimated at approximately 200,000 euros.
Current processing status (February 20, 2026)
Following an extensive process with the commissioned planning office Urbanista and involving various target groups such as political representatives, city center stakeholders, the administration, and the public, the final concept with a conclusive list of measures has now been developed. The diverse and forward-looking measures were presented at a closing event at the beginning of the year. In the next step, they will be submitted to the committees for decision-making.
