Declaration on digital accessibility for www.mainz.de and for the so-called microsites, which are based on the same technology.

The state capital of Mainz has been working continuously since 2014 to make its online services accessible. As a public body within the meaning of Directive (EU) 2016/2102 (opens in a new tab), the state capital of Mainz is obliged to make its websites accessible.

This is based on Section 10 of the Rhineland-Palatinate State Inclusion Act (opens in a new tab) and the Rhineland-Palatinate Barrier-Free Information Technology Ordinance (BITV-RP) (opens in a new tab) for the implementation of the aforementioned EU directive.

Preparation of this accessibility statement

This statement was created on March 2, 2026, and will be continuously supplemented and updated.

Scope of application

This declaration applies to the website www.mainz.de and its associated microsites, but not to externally linked offers and services or those embedded via iFrame or code. The accessibility requirements are based on Sections 3 (1) to (4) and Section 4 of BITV 2.0, which was enacted on the basis of Section 12d BGG.

Status of compatibility with the requirements

The state capital of Mainz strives to fully comply with the current accessibility requirements in accordance with the Web Content Accessibility Guidelines (WCAG). Mainz.de is largely compatible with the current accessibility guidelines (WCAG 2.1, conformance level AA). The requirements are based on the harmonized European standard EN 301 549.

The HTML code is generated by the content management system used for mainz.de in accordance with the rules for accessible web design (BITV 2.0). The front-end code (HTML and CSS) is validated according to W3C specifications. Special functions for changing the font size and a special contrast mode are not implemented, as these functions are already provided by browsers or individual assistive technologies.

Basis of the declaration

This accessibility statement is based on the assessment of the website's compliance with the requirements of BITV 2.0, which was commissioned by the state capital of Mainz and carried out by the provider of the content management system (CMS).

Accessibility in the editorial processes

The state capital of Mainz wants mainz.de to be accessible to everyone.

We therefore strive to ensure accessibility in our daily editorial processes. Accessibility is an integral part of editorial guidelines and training courses for decentralized editors of specialist pages in the content management system. This applies, for example, to:

  • generally understandable language,
  • clear text structures,
  • the appropriate use of tables, 
  • the conscientious use of CMS functions for the correct marking of links and abbreviations with appropriate HTML tags,
  • the technically mandatory marking of images and graphics with alternative text, descriptive file names, and much more.

Our employees keep their knowledge of accessibility up to date and adapt it as necessary.

Non-accessible content

The content listed below is not fully accessible in accordance with the exception due to disproportionate burden (large volume of historical documents and old technical records and the associated high personnel costs) pursuant to Article 5 of Directive (EU) 2016/2102:

  • PDF documents (mostly) and media with other file formats (e.g., Word)
  • Videos
  • Audio files
  • Content in easy language and sign language is still being expanded
     

The state capital of Mainz is gradually making further accessible services available. The range of content in easy-to-read language and sign language is also being expanded. We are working together with the inclusion officer on this.
