In anticipation of the binding urban land-use plan for the Peter Jordan School site, the technical aspects known at that time were compiled as part of an urban development framework plan. Numerous suggestions from the public in the course of the public information campaign carried out at an early stage on the draft urban development framework plan on the one hand, and further technical processing of various urban development framework conditions by the relevant specialist departments on the other, led to a revision of the content of the framework plan. The modified framework plan was approved by the city council at its meeting on December 3, 2014. It formed the planning framework for the structural development of the site and was the basis for the architectural competition, which was held to further refine the planning.

The Berlin-based firm Kuehn Malvezzi won the competition organized by WB Wohnraum Mainz GmbH and emag GmbH. The planned residential complex, comprising a total of nine individual buildings, is to be embedded in the existing green spaces, thus living up to the planning motto "living in the park." The residential quarter, located close to the city center directly adjacent to Hartenbergpark, has now been completed. A total of 284 apartments have been built. In addition, a building-integrated daycare center with an outdoor play area has been created.

On March 25, 2015, the city council passed a resolution to draw up a development plan for the "Former Peter Jordan School Residential Quarter (H 97)" in order to create the planning law requirements for the development of a new residential quarter on the site of the former Peter Jordan School. At the same meeting, the city council decided to carry out the development plan procedure in an accelerated process in accordance with Section 13a of the German Building Code (BauGB) and to waive the early involvement of the authorities and other public bodies in accordance with Section 13a (2) No. 1 BauGB. The concept selected in the competition process formed the planning basis for the "H 97" development plan procedure. After completing all the necessary procedural steps, the city council passed the statute resolution for the draft development plan "Residential Quarter Former Peter Jordan School (H 97)" at its meeting on May 9, 2018.

In addition to the "Residential Quarter Former Peter Jordan School (H 97)" development plan, an urban development contract was concluded.
