If you wish to use subsidized housing yourself, leave it vacant for longer than three months, or use it for purposes other than residential, you will need to obtain a permit. This will be granted under certain conditions.
Permission for personal use may be granted if the person authorized to dispose of the property meets the requirements for the issuance of a housing eligibility certificate. See also the description of "

Permission to leave a property vacant for more than three months can be granted for two reasons. Firstly, if renovation or modernization work is to be carried out, and secondly, if it is not possible to rent out the property and even an exemption from occupancy and rent restrictions would not lead to a rental.
Permission to use the living space for purposes other than residential purposes can only be granted if there is an overriding public or private interest; the competent authority decides on this at its own discretion. It may demand appropriate financial compensation or the granting of restrictions with a total value equal to that of other living space.
The application for approval for personal use should be submitted before moving into a subsidized apartment.
The application for approval to leave the property vacant should be submitted as soon as it becomes apparent that the subsidized rental property will be vacant for more than three months.
The application for approval for use for purposes other than residential purposes should be submitted before the residential space is used for other purposes.
