Only vehicles with a green sticker or a valid exemption permit are allowed to enter the low emission zone. Violations are punishable by a fine of at least €80. You can apply for an exemption permit from the road traffic authority. The principle of retrofitting before exemption applies. Exemption permits issued by the cities of Mainz, Wiesbaden, Frankfurt, Offenbach, and Darmstadt are mutually recognized.
