The moped test certificate was introduced on April 1, 1980, and entitles the holder to ride motorcycles with a maximum design speed of 25 km/h (mopeds), so-called light mopeds (maximum 30 cm³ displacement, maximum design speed of 20 km/h) and so-called electric mobility aids with a maximum design speed of 20 km/h.
If you are 15 years of age or older, you are permitted to ride a moped on public roads. To do so, you must have a so-called "moped test certificate." You will receive this once you have successfully completed theoretical and practical moped training and passed the required theoretical test.
You do not need a moped test certificate if you hold a valid German driver's license of any class or a valid foreign driver's license that entitles you to drive motor vehicles in Germany.
Anyone who reached the age of 15 before April 1, 1980 (born before April 1, 1965) also does not need a moped test certificate. In this case, only your identity card needs to be presented for inspection.
You must always carry your moped test certificate (or your driver's license) with you when riding a moped.
Since the moped test certificate is not a driver's license in the true sense of the word, the driver's license authority is not responsible for it.
The theoretical and practical moped training is regularly carried out by driving schools. After completing the moped training, you will receive a training certificate.
To be admitted to the theoretical moped test, you must submit the relevant application to the technical inspection agency (usually TÜV) and present your training certificate. After successfully passing the test, you will be issued with a moped test certificate.
If you lose your moped test certificate, you must contact the testing center that issued the test certificate to have a replacement test certificate issued.
However, you will first need to obtain a certificate of good standing from the driver's license authority, which is subject to a fee, confirming that there are no reasons that would prevent you from being issued a replacement test certificate. You must appear in person at the driver's license authority. To do so, you must be registered as a resident of Mainz.
