• If you wish to organize a gathering, you must register it with the competent authority no later than 48 hours before the event is announced.
• Once the competent authority receives your notification, it will forward it to the local public order authority responsible for the assembly site, to the police, and, if necessary, to other relevant authorities. These authorities can then provide their input regarding the assembly you are planning.
• Coordination meetings regarding the schedule and conduct of the gathering are regularly held in advance with the relevant authorities (police, public order offices).

• For each meeting, you must have a person who registered the meeting and a meeting chair.
• The person registering the gathering can be an individual, an organization, or an association.
• The assembly leader must be an individual.
• This individual is responsible for ensuring the assembly proceeds in an orderly manner and serves as the point of contact for the police and the assembly authority during the assembly.
• The assembly leader must be present for the entire duration of the assembly. A substitute for the assembly leader may be designated.

• They submit their notice of the meeting to the competent authority electronically or in hard copy.
• There are no specific requirements regarding the format of the registration.
• Regardless of whether you submit the notification online, in writing, or verbally, it must contain the following information:
  • Name and address of the organizer or the person filing the notice (individual or organization)
  • Name, address, phone number, and fax/email of the meeting chairperson
  • Description of the planned schedule of the assembly, including location, time, and topic
  • For marches or demonstrations, the planned route.
  • If the meeting chairperson intends to use stewards, their deployment must be reported to the competent authority, specifying the number of people expected to be assigned to this task.

If you wish to submit the registration online:

• You do not need to register or create an account.
• Fill out the required fields in the online service.
• You will receive a confirmation email at the email address you provided.

If you wish to submit the registration by mail:

• Write out your application—for example, using a sample template—and check that all information is complete.
• Then send the application by mail or submit it in person to the relevant authority.

Next:

• The relevant authority will process your application and, if necessary, forward it with comments to the local authorities (police, public health department, public order authority); these authorities will provide feedback, including any recommendations regarding restrictive orders or risks to public safety that could justify such orders or a ban.
• As a rule, a coordination meeting takes place between the responsible authority/police and the event organizers.
• Feedback from the authorities is reviewed separately, and a decision is made regarding potential cooperation at the assembly site.
• Afterward, a confirmation of registration is issued and returned to the applicant.
• The notification is either confirmed, or a decision is issued containing restrictive orders or a ban. No fees are charged.
• Short-notice notification up to 1 hour before the start of the assembly is possible.
• Any significant changes to the details of the gathering must be reported to the competent authority immediately. - The person in charge of the event must be identified for the purpose of confirming the notification or issuing the notice of conditions.

• Following consultations with other relevant authorities, the competent authority may impose restrictions on or issue an order regarding the assembly, or prohibit the assembly altogether, if there is reason to fear that the assembly poses a threat to public safety that justifies such measures.
• A written decision must be issued in this regard, which may be challenged before the administrative court.
