If you transport passengers in a motor vehicle and a permit under the Passenger Transportation Act is required for this activity, you need a passenger transportation license (FzF) in addition to your standard driver’s license. This also applies if you transport passengers in an ambulance for compensation or on a commercial basis.
A passenger transport driver’s license (FzF) is not required for
- ambulances of the German Armed Forces, the Federal Police, the police, as well as the military and civilian personnel of other member states of the North Atlantic Treaty Organization (NATO),
- ambulances of the civil defense, when used for that purpose,
- ambulances of fire departments and emergency medical services recognized under state law.
If you hold a Class D or D1 driver’s license, you only need an FzF license if you drive a taxi, a rental car, or for scheduled public transportation services.
