Do you want to transfer the license for your taxi business from yourself to another entrepreneur? To do so, you must submit an application.
What do I need to know?
Service description
You need a license to transfer the license for commercial passenger transport by taxi. You can submit a corresponding application to the responsible transport authority.
Prerequisites
- The applicant already holds a taxi license as an entrepreneur.
- The safety and efficiency of the business are guaranteed.
- There are no facts to suggest that the applicant is unreliable as an entrepreneur or that the person appointed to manage the business is unreliable.
- The applicant as an entrepreneur or the person appointed to manage the business is professionally qualified.
- The applicant and the entrepreneurs commissioned by them to provide transport services have their place of business or branch office within the meaning of commercial law in Germany.
In the case of legal entities under public law, the requirements are deemed to be met.
- The company headquarters must be in Mainz.
Procedure
To obtain a license for the commercial transport of passengers by taxi, proceed as follows:
- Submit a corresponding application to the relevant transport authority and enclose all the necessary documents with the application.
- The authority will process your application and carry out the necessary consultation procedures.
- You will receive a notification of the decision regarding the transfer of the taxi license. If applicable, you will be issued with the license certificate.
Remark
You can submit your application online to the state capital of Mainz.

Deadlines
Deadlines only begin to run once a complete application has been submitted. If your application is complete, a decision will be made within three months. The deadline can be extended by three months if necessary.
Processing time
The processing time may vary between the relevant transport authorities. The processing time may depend, among other things, on whether all documents relevant to the decision have been submitted or whether additional documents are required.
Responsible body
The transport authority of the respective independent city or district is responsible.
What do I need to bring or submit?
- Valid authorization
- Informal statement explaining why the taxi license should be transferred
- Declaration by the license recipient agreeing to assume the obligations arising from the taxi license

Application for transfer of the taxi license
- Surname, first name of the applicant;
- Place of residence and place of business;
- For natural persons: date of birth, place of birth
- Number of vehicles
- Vehicle type,
- Capacity of the vehicles used
- Certificates of service or examination certificates attesting to the professional competence of the licensee or the person appointed to manage the licensee's business
- Equity capital certificate/additional certificate (form in accordance with Section 2(2)(2)/Section 2(3) of the Professional Access Regulation for Road Passenger Transport (PBZugV)) of the licensee, not older than 12 months
- Certificate of good standing from the tax office, municipality, social security institution, and professional association for the licensee, not older than 3 months (from the company, the legal representative, and the person appointed to manage the business/transport management of the licensee)
- Certificate of good conduct for the license recipient for submission to the authority in accordance with Section 30 (5) BZRG
- Excerpt from the Central Trade Register pursuant to Section 150 (5) GewO (for companies) concerning the licensee
- Excerpt from the Driver Fitness Register (FAER) about the licensee
General documents
- Vehicle list, including rental vehicles with rental agreement or leasing list, if applicable
- Proof of liability insurance for taxis, including risk index (WKZ)
- Proof of installation of an alarm system or exemption permit in accordance with Section 25 BOKraft
- Proof of installation of a fare meter (taximeter) and, if applicable, the last calibration report
- Business registration
- For partnerships, the list of partners, the partnership agreement, or other proof of contractual authority
- Certified extract from the commercial register
Documents to be submitted by transferring entrepreneurs:
- Original identity card and a copy (front and back)
- Certificate of tax matters from the tax office of your place of business and, if you live elsewhere, also from your place of residence, confirming your tax reliability (not older than 3 months)
- Certificate of good standing from the Transport and Traffic Industry Professional Association (not older than 3 months)
- Certificate of membership from the health insurance company (not older than 3 months)
- Certificate of good standing from the social security agency confirming the proper payment of social security contributions for the persons listed in Appendix 2 (not older than 3 months)
- Information from the Central Trade Register of the Federal Office of Justice in Bonn (to be requested from the registration authority)
- Official certificate of good conduct (document type 0) (not older than 3 months) To be requested from the registration
authority in each case. The certificate of good conduct will be sent directly to the driver's license authority.
Documents to be submitted for acquiring entrepreneurs:
- Original identity card and a copy (front and back) for both the applicant and the person appointed to manage the business
- Proof of professional competence (technical and specialist knowledge test) by means of a certificate from the Chamber of Industry and Commerce
- Employment contract for the person appointed to manage the business
- Business registration or extract from the commercial register
- Proof of financial capacity
Equity certificate or statement of assets (credit institution or tax advisor) in accordance with the official template (§2 (2) No. 2 PBZugV) not older than 1 year- At least €2,250
- 1,250 euros for each additional license in the same procedure
- Certificate on tax matters from the tax office of your place of business and, if you live elsewhere, also from your place of residence
- on tax reliability (not older than 3 months)
- For each applicant and for the person appointed to manage the business
- Certificate of good standing from the Transport and Traffic Industry Professional Association (not older than 3 months)
- Health insurance membership certificate for both the applicant and the person appointed to manage the business (not older than 3 months) for both the applicant and the person appointed to manage the business
- Information from the Central Trade Register of the Federal Office of Justice in Bonn (to be requested from the registration authority) for both the applicant and the person appointed to manage the business
- Official certificate of good conduct (document type 0), not older than 3 months
- For the owner (for trading companies, for the parties involved)

- Extraordinary general inspection in accordance with §42 BOKraft
- Current calibration test report from the State Office for Measurement and Calibration for the passenger cars listed in the vehicle list

Fees
The amount of the fees depends on:
- the number of vehicles and
- the duration of the permit.
- Issuance of a license: 150 euros
- Each additional license in the same procedure: €40
