Occasion
The increasing cluttering of public spaces with private elements such as merchandise stands, advertising displays, parasols, restaurant seating, planters, etc. – mostly associated with advertising – leads to a lasting loss of urban quality in the city center. The atmosphere of Mainz's urban spaces, the special character of its public streets and squares, is being lost in favor of interchangeable private elements for special use.
In addition to the manifold design implications to the detriment of the cityscape, the overloading of public space leads to a noticeable loss of permeability. It is already almost impossible to stroll unhindered through parts of the city center without constantly having to dodge advertising hoardings and similar obstacles. This development leads to a decline in visitor numbers when the attractiveness of public space is noticeably impaired.
The guideline is intended to ensure high-quality design of special-purpose elements in public space and thus contribute to an attractive cityscape. Specifically, the administratively binding guideline aims to reduce the number of furniture elements and increase and ensure their design quality. The model is a discreet, understated design of private furniture elements in public spaces. The guideline thus contributes to improving the city's identity, image, and quality of life.

The Special Use Guideline regulates the design of objects intended for the permanent use of public spaces by private and commercial users.

Recommendations are provided for each topic with regard to design, color scheme, choice of materials, quantity, etc., and illustrated with positive examples.
The area of application covers Mainz city center, bounded by the Rhine, Kaiserstrasse, Kupferbergterrasse, and the south train station. The area of application includes the special areas "Platzfolge Markt - Schillerplatz," "Citymeile / Am Brand," "Südliche Altstadt," and "Bahnhofstraße - Münsterplatz - Große Bleiche - Schillerstraße," which are considered separately due to their architectural, historical, urban, or functional significance.
