If you want to use a new vehicle on public roads for the first time, you need an initial registration.
What do I need to know?
Service description
If you want to use a new motor vehicle on public roads for the first time, it must be registered. This also applies to trailers. You or your representative must submit the application for this initial registration to the local vehicle registration authority.
Once registration has been successfully completed, you will receive the registration documents and the registration authority will assign you a license plate number.
The registration entitles you to
- to use the vehicle on public roads and
- park the vehicle in public areas.
When registering, so-called owner data is recorded.
- For natural persons:

surname, maiden name, first names,
- if applicable, religious name or stage name,
- date and place of birth or, if this is not known, country of birth,
- gender and address

for legal entities and authorities:
- name or designation and
- address
-
For associations:
- Representation with data on natural or legal persons
- Name of the association
The vehicle has never been assigned license plates, either abroad or in the Federal Republic of Germany.
Please note that even new vehicles with temporary registration are no longer considered new registrations, as there is already an owner entry with license plate assignment in the vehicle documents. In this case, the vehicle must be re-registered.

If you would like to register a vehicle during the registration office's opening hours, please make an appointment online in advance.
Prerequisites
- You have a new vehicle.
- The usual location of this vehicle is in the Federal Republic of Germany.
- You have no outstanding fees or expenses from previous registration procedures exceeding EUR 30.
- You do not have any vehicle tax debts of EUR 5 or more. This also includes late payment penalties, interest, and late fees.
- The owner of the vehicle has their primary residence in Mainz.
- The company headquarters or branch office is located in Mainz.
- There must be no outstanding motor vehicle tax arrears.
- All outstanding fees incurred in connection with registration must be paid.
Vehicle registration now only possible with direct debit authorization for motor vehicle tax
Anyone who registers a new vehicle or re-registers an existing vehicle must issue a direct debit authorization for motor vehicle tax to the Ulm Main Customs Office. The direct debit authorization for motor vehicle tax is only valid for the registered vehicle and expires when the vehicle is deregistered.
Due to the switch to the SEPA direct debit procedure, you must generally submit a SEPA direct debit mandate for the collection of motor vehicle tax for each registration. The SEPA direct debit mandate valid for the Mainz registration authority can be found in the "Forms" section at the bottom of this page and in paper form on site.
Applications and information on tax relief for a vehicle can be found at www.zoll.de. Applications for tax relief due to severe disability can be submitted to the registration authority as part of the registration process. To do so, you must present the original copy of your severe disability card.
Outstanding fees at the registration authority
Registration is dependent on you having paid all outstanding fees incurred in connection with the registration. You can pay outstanding fees on site during the registration process.

Deadlines
There is no deadline.
Usually immediately at the registration office. The waiting time depends on how busy it is.
What do I need to bring or submit?
- If available: completed application forms
- Valid identification document: identity card or passport of the vehicle owner; if presenting a passport, also a current registration certificate
- Registration certificate part II (vehicle registration document) or, for vehicles not subject to registration, the operating license
- The EC certificate of conformity, also known as the Certificate of Conformity (CoC), or data confirmation or full report
- Proof of ownership: purchase contract or invoice
- Proof of valid motor vehicle liability insurance (eVB number)
- Bank details for the SEPA direct debit mandate to pay the motor vehicle tax
If represented by a third party:
- Your written power of attorney and your original ID document;
- The authorized representative must be able to identify themselves with a valid identity card or passport.
- For registration of minors:
- the written consent of the legal guardians and their original identity cards
- If applicable, a certificate of sole custody ("negative certificate") for single parents
For modifications to the vehicle:
- Presentation of an operating license
For vehicles from the Federal Republic of Germany:
- Original valid identity card or passport of the owner
- Registration certificate part II (vehicle registration document)
- Electronic insurance confirmation (seven-digit eVB code)
- SEPA direct debit mandate for motor vehicle tax; please use the form provided here (also available on site at the registration authority)
- COC paper or EEC certificate of conformity
For vehicles from other EU countries:
- Confirmation from the manufacturer or authorized dealer that no vehicle documents have yet been issued
- COC paper or EEC certificate of conformity
- Purchase contract or invoice for the purchase of the vehicle
For vehicles from non-EU countries:
- Confirmation from the manufacturer or authorized dealer that no vehicle documents have yet been issued
- COC document (for vehicles with EU type approval), otherwise
- Expert opinion in accordance with § 21 of the Road Traffic Licensing Regulations (StVZO)
- Certificate of clearance from customs
- Purchase agreement or invoice for the purchase of the vehicle
If represented by an authorized person, additionally:
- Identity document of the authorized representative (and the principal!)
- Signed power of attorney
For registration of minors, additionally:
- Written consent of both legal guardians
- Identification documents of the legal guardians
- Custody ruling, if applicable
For commercial registration, the following additional documents are required:
For companies listed in the commercial register
- Excerpt from the commercial register (at the local court) / business registration (both no older than three years)
- Power of attorney from managing director or authorized signatory with ID (copy) for registration by a third party
- Identification of the authorized person
- For taxi or rental car businesses: Original or copy of the license
For freelance professions (e.g., lawyers, doctors)
- Proof of freelance or self-employment, as current as possible
For professions with business registration
- Business registration (not older than three years; if necessary, have the trade office confirm that it is up to date)
- For taxi or rental car businesses: Original or copy of the license
For associations (e.V.)
- Excerpt from the register of associations
- Power of attorney of the representative(s) with ID (copies) if registration is carried out by a third party
- Identification of the authorized person
For civil law partnerships (GbR)
- Overview of all partners (partnership agreement)
- Power of attorney and declaration stating which natural person is to be admitted (signed by all partners)
- Identification of all partners
- For taxi or rental car businesses: Original or copy of the license
Special vehicle use If the business suggests a special vehicle use (taxi, rental car, self-drive rental vehicle, public bus, passenger transport), the completed and signed "Vehicle Use" form is also required. Please use the form provided (also available at the local registration authority).
How much does it cost and how can I pay?
Fees
- Administrative fee: EUR 10.
20 for choosing a personalized license plate - Administrative fee: EUR 12.
80 for initial registration via an i-KFZ portal - Administrative fee: EUR 30.
00 for initial registration at the local vehicle registration authority
- Standard fee: €30.60
- Additional fees may apply depending on the individual case.

Please also note that you cannot book ONLINE APPOINTMENTS at the Vehicle Registration Office for matters relating to driving licenses, passenger transport, and driving schools, or for digital EU tachograph cards.
For registrations with export license plates (export vehicles), the deadline for acceptance is always 30 minutes before the regular deadline!
The online appointment calendar is not available for car dealerships, registration services, and motor vehicle dealers. You can submit or pick up these documents between 8 a.m. and 11 a.m. without an appointment.
