Registration is granted by the competent registration authority.
If you purchase a new or used vehicle abroad or move to Germany with a vehicle registered to you abroad, you must apply for registration for this vehicle.
The registration of a vehicle that was previously registered abroad is more complicated than a new registration or transfer of ownership, as more documents are required.

Prerequisites
- The owner of the vehicle has their primary residence in Mainz.
- The company headquarters or branch office is located in Mainz.
- The vehicle has a valid general inspection.
- There must be no outstanding motor vehicle tax arrears.
- All outstanding fees incurred in connection with registration must be paid.
What else should I know?
If you have outstanding vehicle tax payments or outstanding fees and expenses from previous registration procedures, the registration authority will refuse registration until you have settled these.
If someone else registers your vehicle for you, the authorized representative must present a written power of attorney from you. This must also include a declaration of consent that the registration authority may inform the authorized representative of any outstanding fees and expenses.
Vehicle registration now only possible with direct debit authorization for motor vehicle tax
Anyone who registers a new vehicle or re-registers an existing vehicle must issue a direct debit authorization for motor vehicle tax to the Ulm Main Customs Office. The direct debit authorization for motor vehicle tax is only valid for the registered vehicle and expires when the vehicle is deregistered.
Applications and information on tax relief for a vehicle can be found at www.zoll.de. Applications for tax relief due to severe disability can be submitted to the registration authority as part of the registration process. To do so, you must present the original copy of your severe disability card.

What do I need to bring or submit?
- Any completed application forms
- Valid identification document (vehicle owner's identity card or passport; if presenting a passport, also a current registration certificate)
- Foreign vehicle documents, if applicable
- Foreign license plates (if available)
- Purchase contract/invoice
- CoC documents (including pollutant class/emission code) or, if not available: expert opinion in accordance with § 21 StVZO
- Electronic insurance confirmation (eVB)
- Bank details for vehicle tax (SEPA direct debit mandate)
- Proof of inspection in accordance with § 29 StVZO (usually general inspection and emissions test)

Other documents may be required, e.g.:
- If represented by a third party: your written power of attorney and your identity document (original); the authorized representative must be able to identify themselves with their valid identity card/passport.
- For registration of minors: the written consent of the legal guardians and their identity cards (originals); if applicable, a certificate of sole custody (so-called "negative certificate") for single parents.
Please note the following additional information:
- Valid original identification document (vehicle owner's identity card or passport; if presenting a passport, also a current registration certificate)
- The form for the SEPA direct debit mandate can be found in the "Forms" section at the bottom of this page or at your local registration office.
- Foreign vehicle documents are mandatory
- As an alternative to proof of a valid general inspection in accordance with § 29 of the Road Traffic Licensing Regulations (StVZO), you can provide proof of a valid general inspection by means of an inspection report from another EU/EEA country. The report must clearly show the registration authority that the vehicle was inspected in accordance with Directive 2009/40/EC of the European Parliament and of the Council of May 6, 2009, on roadworthiness tests for motor vehicles and their trailers (recast) (OJ L 141 of June 6, 2009, p. 12), as amended. If necessary, you may also be required to submit a translation of the report by an officially recognized translator.
- COC paper (for vehicles with EU type approval), otherwise an expert opinion in accordance with § 21 of the Road Traffic Licensing Regulations (StVZO)

For commercial registration, you must also submit the following documents:
For companies entered in the commercial register:
- Commercial register extract (from the local court) / business registration (both no older than 3 years)
- Power of attorney from the management or authorized signatory with ID (copy) for registration by a third party
- Identification of the authorized person
- For taxi or rental car businesses: Original or copy of the license
For liberal professions (e.g., lawyers, doctors)
- Current certificate from the tax office
For professions with business registration (e.g., sole proprietorship)
- Business registration (not older than 3 years; if necessary, have the trade office confirm that it is up to date)
- For taxi or rental car businesses: Original or copy of the license
For associations (e.V.)
- Excerpt from the association register
- Power of attorney of the representative with ID (copies) if registration is carried out by a third party
- Identification of the authorized representative
For civil law partnerships (GbR)
- Overview of all partners (partnership agreement)
- Power of attorney and declaration stating which natural person is to be admitted (signed by all partners)
- Identification of all partners
- For taxi or rental car businesses: Original or copy of the license
- Special vehicle use: If the business suggests a special vehicle use (taxi, rental car, self-drive rental vehicle, public bus, passenger transport), then the completed and signed "Vehicle Use" form (the form can be found in the "Forms" section at the bottom of this page or at the local registration authority).
How much does it cost and how can I pay?
Fees
The fee is charged in accordance with the Schedule of Fees for Road Traffic Measures (GebOSt). The amount depends on various factors. Information on individual cases can be obtained from the local registration authority.
- Standard fee: €28.20
- Additional fees may apply depending on the individual case.
- Standard fee if an expert opinion is required for the vehicle in accordance with § 21 StVZO (German Road Traffic Licensing Regulations): €67.70
- Additional fees may apply depending on the individual case.
- The fees do not include the cost of license plates.

Please also note that you cannot book ONLINE APPOINTMENTS at the Vehicle Registration Office for matters relating to driving licenses, passenger transport, and driving schools, or for digital EU tachograph cards.
For registrations with export license plates (export vehicles), the deadline for acceptance is always 30 minutes before the regular deadline!
The online appointment calendar is not available for car dealerships, registration services, and motor vehicle dealers. You can submit or pick up these documents between 8 a.m. and 11 a.m. without an appointment.
