Would you like to transfer the rights and obligations of your bus company for occasional transport or operational management to another person? If so, you must apply for a permit from the relevant licensing authority.
What do I need to know?
Service description
If you operate a bus company and already have a license for occasional transport, you must also obtain approval if you:
- wish to transfer all rights and obligations under the license to another company, or
- you wish to transfer the management of the company to another person.
Occasional transport includes:
- Excursion trips
- Holiday trips
- Trips with rental buses
Prerequisites
- You have a license for occasional transport with motor buses.
- The financial capacity of the acquiring company is guaranteed.
- The transferee can prove that they are reliable.
- The transferee is professionally qualified.
- The transferee has their place of business or branch office in Germany within the meaning of commercial law.
Remark
You can submit your application online to the state capital of Mainz.

on your application will be made within 3 months. Processing may be extended by 3 months if necessary.

The licensing authority of the respective independent city or district is responsible.
What do I need to bring or submit?
- Valid permit for occasional transport services with motor buses
- Informal statement explaining why the license should be transferred

Application for transfer of the permit with details of the transferee company and person:
- Last name and first name
- Place of residence and business
- For natural persons: date of birth, place of birth
- Number of vehicles, vehicle type, capacity of the vehicles to be used
Required documents for the transferee company and person:
- Certificates of service or examination certificates proving professional competence
- Equity capital certificate, with additional certificate if applicable, not older than 3 months

Certificate in tax matters from the tax office, the municipality, the social security institution, and the employers' liability insurance association, not older than 3 months:
- from the company
- the legal representative
- the person appointed to manage the business / traffic management)
- Certificate of good conduct
- Extract from the Central Trade Register of the company
- Extract from the Driver Fitness Register (FAER)
- Vehicle list
- Proof of liability insurance for buses, including risk rating (WKZ)
- Business registration
- Declaration of consent from the acquiring company or person
- Original identity card
- Proof of financial capacity:
Equity certificate or statement of assets (from a credit institution or tax advisor) in accordance with the official template (§2 (2) No. 2 PBZugV), not older than 1 year- At least €9,000
- 5,000 euros for each additional license in the same procedure
- Certificate of tax matters from the tax office of your place of business and, if you live elsewhere, also from your place of residence, confirming your tax reliability (not older than 3 months), for
both the applicant and the persons appointed to manage the business - Certificate of good standing from the Transport and Traffic Industry Professional Association (not older than 3 months)
- Certificate of membership from the health insurance company for the applicant and for the persons appointed to manage the business (not older than 3 months)
- Certificate of good standing from the social security institution confirming the proper payment of social security contributions for the persons listed in Appendix 2 (not older than 3 months)
- Information from the Central Trade Register (document type 0), not older than 3 months

- Annual financial statements for the last 3 calendar years
- if you prepare balance sheets, P&L (account statement) from the balance sheet

- If the financial statements are not yet ready, business analysis (BWA) with list of totals and balances from December of the year
