District master plan for Nördliche Neustadt

Mainz Neustadt is the most populous district of Mainz and, alongside the old town, the most densely populated. More than 13% of Mainz's population lives here, which underlines the importance of this district. At the same time, the social, urban planning, and economic problems, alongside a continuous decline in population, cannot be ignored.

In consultation with the state of Rhineland-Palatinate, an integrated development concept (IEK) was drawn up as a steering and coordination instrument for socially acceptable urban development.

In terms of urban development, the integrated development concept is supported and accompanied by the "Northern Neustadt" urban development framework plan. Against the backdrop of the current urban development of the customs and inland port into a new urban district for living, working, and culture, a central task of urban planning is to prepare the immediately adjacent area of Neustadt, with its existing weaknesses, for this development.

With the Northern Neustadt district framework plan, the city planning office developed a concept with concrete recommendations for the prospective development of the planning area. The district framework plan outlines projects, measures, and fields of action that are of central importance for the future urban development of both the Neustadt district and the city of Mainz.

Together with the IEK, the framework plan forms the basis for funding by the state of Rhineland-Palatinate in the areas of "social city" and "urban redevelopment." The framework plan is a concrete, yet highly flexible instrument for coordinating public and private planning and related investments. It is further specified and supplemented by expert reports, competitions, and specialist planning. The framework plan is intended to serve as a basis for discussion and decision-making for the development of Mainz Neustadt.

, developed in 2009, represents a further development and concretization of the results from the IEK and the Northern Neustadt district framework plan in the area of stationary traffic. Its commissioning and focus are based on the recognition that upgrading street spaces is essential for a holistic and sustainable improvement of the living environment. This primarily involves reducing stationary traffic, for which the parking space concept proposes solutions.
