What do I need to know?
Service description
As a rule, no one may possess more than one valid German passport. An exception is made if you can prove that you have a legitimate interest in a second passport.
A legitimate interest exists if, for example, you
- want to travel to a country that is likely to refuse you entry because your passport shows that you have stayed in certain other countries.
- work for an airline or a shipping line.
Whether your reasons are considered sufficient is at the discretion of the passport authority.
The following reasons are not sufficient:
- general desire
- frequent travel abroad
- the mere possibility that you may need a second passport in the indefinite future, for example for a planned trip around the world
If you already had a second passport, you must provide valid reasons again each time you reapply.
If your passport is already completely stamped with visas before it expires and you are planning further trips, you must apply for a new passport.
From May 1, 2025, we will only be allowed to use digital photos for passport and ID card applications that have been taken by a certified studio or drugstore (you will then receive a code) or directly at a self-service terminal in the administration office. These are currently available at the citizen service center in the Kaiserstraße town hall and in the local government offices in Altstadt, Hartenberg-Münchfeld, and Lerchenberg.
Prerequisites

You have a legitimate interest in possessing a second valid passport. This applies in the following cases, for example:
- You travel frequently for professional reasons and need a second passport to obtain visas because you have planned and intend to undertake further trips to countries that require a passport at the same time as you are applying for a visa.
- You want to travel to a country where you expect to be denied entry because your passport contains entry stamps from certain other countries.

You belong to certain groups of people:
- flying personnel of airlines
- Seafaring personnel of maritime shipping companies
- members of the civilian entourage and relatives of NATO troops whose passports contain a status certificate
Procedure
You must apply for your second passport in person.
- Make an appointment at your local government office.
- Bring all the necessary documents with you to the appointment.
- The application will be completed by the office staff with you on site. You only need to sign it.

When submitting your application, you are required by law to provide fingerprints for storage in the document.
- For this purpose, a flat impression of the left and right index fingers is usually taken.
- Children under the age of 6 do not need to provide fingerprints.
- For minors (under 18 years of age), the second passport application must usually be submitted by all parents who have custody.
- Your local government office will inform you when you can pick up your second passport.
- Many local authorities allow you to arrange a collection appointment online, by email, or by phone. Alternatively, in many cases, you can have the ID document sent by mail to your home address and handed over to you personally at your front door.
- You can authorize another adult in writing to pick up the passport for you.

What else should I know?
Express passport and temporary passport:
Is the regular processing time too long for your travel plans? Then your passport authority can issue you a second passport using the express procedure. Passports applied for using the express procedure are usually ready for collection at the authority after 3 to 4 working days.
Only if you cannot obtain the second passport in time even with the express procedure will you be issued with a temporary second passport. You will receive this immediately upon application, so you do not have to wait for it.

- Booking confirmations
- Flight tickets
- If necessary, you may have to submit additional documents, for example civil status certificates.

How much does it cost and how can I pay?
Fees
The fees double if you apply for the second passport outside of official office hours or at a passport office that is not locally responsible.
A reduction or exemption from fees is possible under certain conditions.
- Fee: EUR 15.

The opening hours of the citizen services office are:
Monday: 8 a.m. to 12:30 p.m. and 2 p.m. to 6 p.m.
Tuesday: 8 a.m. to 12:30 p.m. and 2 p.m. to 5 p.m.
Wednesday: 7:30 a.m. to 1 p.m.
Thursday: 7:30 a.m. to 1 p.m.
Friday: 7:30 a.m. to 1 p.m.
Customers with appointments should present the appointment confirmation sent to them by email at the information desk. They will then be granted access. Please arrive on time for your appointment, i.e., not too early, but also not late. This is the only way to ensure that security measures can be maintained.
