If you have lost your vehicle's license plate(s) or if they have been stolen, the vehicle must be re-registered. The previous license plates will be blocked by the registration authority for 10 years due to loss/theft. If both license plates have been lost, it is always assumed that they have been stolen and not lost.
Furthermore, you have the option of having a vehicle registered in the state capital of Mainz re-registered with a license plate of your choice for a fee. The prerequisite is that the license plate is free and available. This does not result in the previous license plate being blocked. It will then be available.
