The planning basis at the start of the workshop process was the draft framework plan developed by the city planning office and coordinated with the municipal departments, which was noted by the Building and Redevelopment Committee at its meeting on June 14, 2017. Following the three planning workshops with representatives from politics, project developers, specialist departments, and the Planning and Design Advisory Board of the City of Mainz, the four urban development concepts presented by the participating offices were discussed and weighed against each other. The draft urban development framework plan was modified following the planning workshops in line with the recommendations of the Planning and Design Advisory Board.

The urban development concept of the "Thomas Schüler Architekten" office was used for the main part of the former brewery site. In addition, the traffic-related solutions developed by the "Faerber Architekten" office for accommodating the necessary private parking spaces in underground garages were incorporated into the framework plan. These parking solutions take into account the historic cellar facilities existing in the planning area. The locations of the underground garages are also conveniently distributed throughout the planning area. In addition, another construction site was added in the northwestern area of the former brewery site.

The concept developed by the "gmp" office was used as the planning basis for the area of the former ice cellar. Due to the fact that the office did not fully take into account the boundaries of the still existing southern and eastern ice cellar walls, this concept had to be adapted to the available space. The number of building lines originally planned was reduced from four to three compared to the gmp concept in order to obtain sufficient space along Dr.-Kirchhoff-Straße to secure or rebuild an avenue-like planting.

The planning basis for the workshop process was initially formed by the draft framework plan developed by the administration, which was adopted by the Building and Renovation Committee at its meeting on June 14, 2017, as a further planning basis. Following this, a total of four planning offices worked on the further development at the invitation of the project developer. The following planning offices were involved in the planning workshop:

• GMP Architects and Urban Planners, Hamburg
• Thomas Schüler Architects, Düsseldorf
• Faerber Architects, Mainz
• YES Architecture, Munich

During a total of three planning workshops with representatives from politics, project developers, specialist departments, and the Planning and Design Advisory Board (PGB) of the City of Mainz, the urban development concepts presented by the participating offices were discussed, weighed up against each other, and each of the concepts was further developed from workshop to workshop and elaborated in more detail on the basis of the planning key points developed in the workshops.

The planning workshop resulted in four detailed urban development concepts, which were evaluated by the participating members of the Planning and Design Advisory Board at the end of the planning workshop. In addition, a recommendation was made to use the urban development concept of the "Thomas Schüler Architekten" office as the planning framework for the main area of the former brewery site. For the area of the so-called "Eiskeller" (ice cellar), however, the concept developed by the firm "gmp Architekten + Stadtplaner" formed the further basis for planning in accordance with the recommendations of the PGB. In addition, the traffic-related solutions developed by the firm "Faerber Architekten" for accommodating the necessary private parking spaces in underground garages were used as the basis for updating the framework plan.

Based on the urban development framework plan revised in the planning workshops, the "Former Wormser Straße Brewery (W 105)" development plan was drawn up. As the requirements of Section 13a of the German Building Code (BauGB) were met, the development plan procedure was carried out in an accelerated process. The city council passed the statute resolution at its meeting on November 24, 2021, and the "W 105" development plan became legally binding when it was published in the Amtsblatt on December 17, 2021. An urban development contract was also concluded with the project developer.

A preservation statute based on Section 172 of the BauGB was also integrated into the development plan. The aim of the integrated preservation statute is to preserve the character of the urban landscape along the Rhine front on Wormser Straße, including consisting of the buildings "Wormser Straße No. 153" and "Wormser Straße 153a" in conjunction with the elevated position above Wormser Straße, the distinctive walls along Wormser Straße, and the so-called "columned hall" structurally integrated into the wall of the second row of buildings.
