Planning and preparatory measures include, among other things, the provision of the necessary disaster response units, support for the procurement of vehicles and equipment, as well as training and drills. A key area of responsibility is the development and updating of response and emergency plans for potential hazardous situations, as only through proactive planning in advance can rapid and effective assistance be provided in an emergency. This also includes inter-municipal cooperation with neighboring municipalities and the German Armed Forces in the event that emergency personnel from the state capital of Mainz are insufficient to combat damage or provide the necessary assistance.

Maintaining a network of sirens to warn the public and providing information on self-protection measures are further key responsibilities. This also applies to event safety. The department develops and reviews all safety plans required for major events in Mainz and, in addition, determines the specific number of medical and first-aid personnel needed for each event.

Several other tasks under the security laws, such as provisions for emergency drinking water supplies or ensuring food and telecommunications, round out the diverse range of responsibilities of the Civil Protection Department.
