Mainz 2025 housing market report published

The state capital of Mainz has published the Mainz 2025 housing market report. The report was compiled by the Berlin office RegioKontext on behalf of the city of Mainz. The report was largely funded by the state of Rhineland-Palatinate as part of the ExWoSt program "Investment preparation measures by municipalities to strengthen subsidized rental housing construction".

The housing market report analyzes trends in housing supply and demand in Mainz from 2015 to 2024 and also provides an outlook on future developments through 2030 and 2035. The study is supplemented by assessments from housing market experts in Mainz as well as an analysis of the current housing policy framework at the European, federal, and state levels.

On this basis, statements can also be made regarding future qualitative housing needs. By comparing future housing demand with housing construction potential, it is determined how many housing units will be needed in which time periods and what qualities should be prioritized in future new housing construction.

Mayor Nino Haase explains: "With this housing market report, the City of Mainz has a solid foundation for accurately assessing developments in the housing market and drawing the right conclusions for the future. The report clearly shows that we have already made significant progress in creating housing, particularly in subsidized housing construction, but that further efforts are still needed."

The report identifies five key areas of action with a total of 28 recommendations for the further development of Mainz’s housing market. Following deliberations in the city’s committees, the administration will next assess which recommendations can be implemented. The focus will be on concrete instruments and measures within the City of Mainz’s sphere of influence. In many cases, however, successful implementation will only be possible through the collaboration of all housing market stakeholders, both public and private.

"Housing is one of the central social issues of our time. Our goal remains to create sufficient and affordable housing in Mainz for a variety of life situations. The report provides important guidance on where we need to start and which instruments should be further strengthened. In the identified areas of action, a wide range of measures are already being implemented or are expected to be addressed," Haase continues.

A prime example is the successful instrument of partnership-based building land provision, which has significantly increased the stock of subsidized housing in recent years.

“The ‘External Potential Assessment’ identified, in principle, suitable areas for further residential development in the south of Hechtsheim and in Ebersheim—preliminary studies of these areas for an urban development project have begun. This is an important development for the needs of the continuing growth of the city of Mainz,” explains Ludwig Holle, Head of the Building Department.

Further potential is also being systematically explored within the established urban area. The basis for this is the internal potential assessment. To address these opportunities, the City of Mainz has established a vacant lot management program.

Jana Schmöller, Head of Social Affairs, also highlights the senior housing exchange program offered by Wohnbau Mainz: “The program was developed years ago and is now being relaunched—with an expanded target group of people aged 55 and older. In doing so, Wohnbau Mainz is making a further contribution to creating urgently needed housing for families.”

The report serves as an important foundation for the further strategic direction of Mainz’s housing policy.
